Slappy is a strange, noticeably insane citizen of the Hub around 2161.
Background[]
He is a mentally deranged man who spends his time wandering aimlessly, uttering bizarre and nonsensical phrases near Harold's home in Old Town. Slappy may or may not have been part of a caravan that was attacked by mutants. He speaks to himself as if in conversation with someone else.

When Slappy talks his nonsensical banter, he may say "let's play global thermonuclear war". This is in fact a reference to the 1983 movie WarGames, in which a teenager cracks a computer and plays "Global Thermonuclear War".
