If you're not born a Citizen, then you have to take a test to become a Citizen. Number of Outsiders that have taken the test and become Citizens? Zero. Your chances? LESS than zero.

Skeev is a young citizen and assistant customs official of Vault City in 2241.

Background[]

A scrawny young man with darting eyes, Skeev is Wallace's assistant[1] at the Vault City customs office. Though one would expect that this position of responsibility would require a loyal, honest bureaucrat, Skeev is the exact opposite. He is a small-time crook, his penchant for extralegal activities drives him, seeking to fill his coffers at the expense of the city. Sometimes, however, he is gracious and does not abuse the system, merely delivers servant candidates to Barkus. Usually poor, mentally handicapped wastelanders he picks up to Barkus for a "finder's fee."

Other interactions[]

  • Skeev sells false citizenship papers for $200 ($150 with Barter 50%), which will get the player inside the city, but will not buy access to Vault 8 and will not pass a more thorough examination. Furthermore, they make little difference in comparison to a day pass as the guards will still ask the Chosen One to leave after 6 p.m., but it is possible to just say they are a citizen.
    • The player can then threaten Skeev and extort him for $300.
    • Another option is turning Skeev directly to Wallace, though this means losing the papers (with Speech 75%, the player can negotiate to receive a day pass in return).
  • A player character with less than 4 Intelligence can be forced into slavery by Skeev while they are conversing with him. This triggers a short cinematic with Barkus at the Servant Allocation Center, before eventually relocating the player character to the entrance of Vault 8 to work in the storerooms. This is an additional method of accessing Vault City's vault without turning the city hostile.
