Sink Project: Light Switch 01 is a holotape in the Fallout: New Vegas add-on Old World Blues.
It contains the personality module for Light Switch 01, and is part of the All My Friends Have Off Switches quest.
Location
Upon entering the X-2 transmitter antenna array, a desk can be seen along the southeast wall. The holodisk should be sitting on top of it, leaning up against a coffee machine.
