The short sniper barrel does not spawn as loot. It can be crafted at a weapons workbench.
It may appear equipped on handmade rifles carried by Disciples/Operators/Pack in Nuka-Town USA as well as any parks/outposts they are assigned to during the Nuka-World raider questline.
