The shooting range attendant is a Mr. Handy instructed to tend the Clarksburg Shooting Club. His programming requires him to constantly replacing the paper targets on the shooting range, despite them rapidly deteriorating due to the weather.[1]
He is aware of the destruction of Clarksburg but his original programming prevents him from leaving his post at the range.
