Shelly is a wastelander who somehow ended up on someone’s bad side. The situation has escalated to a point where they have hired Kendra to kill her. She is hiding at the National Guard training yard, wanting to be left alone.

Shelly is initially non-hostile. If the Sole Survivor attempts to speak to Shelly, she may mention that "some very bad people may be coming."
Effects of player's actions
- Cait, X6-88, Strong and MacCready like it if Shelly is killed; while Piper, Preston, Hancock, Deacon, Codsworth, Curie, Nick Valentine and Danse hate it if she is killed.
- If the Sole Survivor chooses to kill Shelly (as the optional objective of The Silver Shroud), they will be directed to a dead drop just outside of Goodneighbor to collect a payment of 500 caps.
