Baker: I see. And, right now, what is "determined" to be the "best candidate?"

Baker: Makes sense, no reason to teach you if I just up and take over. Well, for starters, once all them folks get in here, how about a vote? That's how we always done things in America and it's the greatest country on earth.
ZAX: Researching. After analysis, a "vote" would be a satisfactory choice for the first experiment.
ZAX: Affirmative. ZAX must perform many experiments to determine the qualities suitable for an Overseer. Determining the position of Overseer through the actions of the people inside the Vault is insignificant; ZAX must be able to determine the Overseer through its own processes.
