This settler guard is a unique member of the Foundation Settlers who was intended to be encountered during Caravan: Skyline Drive in Fallout 76, introduced in the Milepost Zero update.

Alongside encounters for an injured scavenger, malfunctioning Assaultron and a raider, the settler guard appears in the files for the Caravan event. Although not marked as cut, they were never observed to appear in-game and were not properly implemented. With the discontinuing of the Caravan feature in the Burning Springs update, this content will likely remain cut.
