Scarecrow was an agent of the Railroad in the Commonwealth.
Background[]
Scarecrow was present at the Switchboard during the coordinated Railroad safehouse raids conducted by the Institute in 2287, and his status is unclear. According to surviving Railroad agents in the new Railroad HQ underneath Old North Church, Scarecrow was in the entryway when the synths first blew their way inside, making his survival unlikely. However, Caretaker also survived despite being in an even worse location, so they believe it to be possible that Scarecrow survived as well.
Regardless of Scarecrow's survival, he is no longer an agent of the Railroad, as he has been "burned:" even if he shows up again, it is possible that the Institute would have replaced him with a synth, so he could no longer be trusted despite all of his past work for the organization.[1]
