Ruggy is a deceased inhabitant of the Foundation Outpost.
Background[]
Ruggy was a member of the Settlers under the leadership of Kenneth Dean at the outpost. He assisted in the set-up of the rad scrubber with the settlement's more technically proficient residents, though he was worried it looked "flimsy."[1] After super mutants attacked and wrecked the outpost, killing its inhabitants,[2] Ruggy's corpse can be found at an outlook along the walkways.
