The Revenants are a faction composed entirely of ghoul members, based out of Radiant Hills in the far north of Appalachia and the Savage Divide in Fallout 76, introduced in the Ghoul Within update.

As isolationist survivalists, the Revenants are committed to providing a like-minded community for ghouls to be safe from the dangers of the wasteland, as well as discrimination from humans. However, with their efforts to conceal their identities, they have developed a reputation as masked bandits, and incidents of violence from their members have led outsiders to brand them as a raider gang. While members freely admit they have engaged in raids, they are more focused on survival and self-preservation rather than wanton cruelty, although they still refuse to leave witnesses and do permit the killing of outsiders.

Background[]

Founding[]

The Revenants were founded by Elmira, Maddox Mullen and Kevan Asherton. The three ghouls were originally members of Lucy Harwick's community for ghouls seeking refuge in Valley Galleria. After the ghouls began being hunted down by Duncan McKann, these three split off from the main group and headed east, instead of going to Dyer Chemical.[1] This proved to be the right move, as Lucy's group were eventually killed, while Elmira, Maddox and Kevan covered their tracks and escaped.[2]

The three engaged in raiding to try and survive, as well as to gather supplies and make their escape from the area. For their final raid on a camp, they intended to keep things quiet and with minimal damage before anyone knew they had been there. However, the group was not used to such tactics at the time and things went awry. The residents of the camp were alerted to the ghouls' presence, and Elmira chose to make a distraction. She ripped off her mask and thrust herself into the camp's spotlights, and the wastelanders there assumed she was feral. Elmira was killed by the wastelanders, and her sacrifice bought the others enough time to escape without more casualties.[3]

The survivors eventually came across an abandoned, inactive missile silo far to the north, in the Savage Divide. The settlement became known as Radiant Hills. It was heavily irradiated, perfect for a community of ghouls, and had a non-functional, leaking nuclear warhead inside. The faction has since grown to include more ghouls seeking refuge, and its co-founders honor Elmira's sacrifice.[3] Elmira had a hopeful dream for the future in spite of their poor circumstances.[4]

Ideology and activities[]

However, as the Revenants have grown, its members have debated their goals and ethics extensively. Some, like Kevan Asherton, believe ghoulification to be an overall negative, simply wanting to protect their own kind in their dire straits, and are distrustful of humans after facing discrimination.[5][6] Kevan acknowledges that ghouls and humans living together peacefully could occur, but says those who initiate an attempt are taking a big risk, and he does not want to compromise the safety of his people for such a gamble.[7] Others, like the scientist/doctor Parthenia Blankenship, have a more positive outlook on ghoulification and the benefits of being a ghoul.[8] Parthenia, in particular, has been developing a method to expedite the process of ghoulification, using an inhaler in combination with the leaking warhead, and wants to convert humans into ghouls, if willing.[9][10]

To draw in ghouls for their membership, the Revenants have disseminated a rumor in Appalachia regarding a "radiation specialist" in the mountains to the north,[11][12] though its usage has been controversial.[13] The Revenants also utilize masks and disguises developed by Jaye Vo when venturing outside of Radiant Hills.[14] Although some of the ghouls claim to avoid violence when possible, the Revenants prioritize themselves and protecting their fellow ghouls.[15] They are willing to kill in order to protect not just themselves, but also their own identities as ghouls, and go to great lengths to avoid being seen, otherwise they could be hunted down.[16] This has led to rumors among wastelanders about a gang of masked bandits raiding and terrorizing people.[17][18]

While its members openly admit to raiding and their willingness to kill, they believe it to be justified out of a desire to protect their fellow ghouls, and say that they try to avoid collateral damage when possible, rather than just exploiting others for the sake of it, specifically contrasting them to the Crater Raiders.[19] Kevan Asherton, in particular, says he would agree that murder of innocents is not justified, but the Revenants are merely "paying back the injustice that was already dealt."[20] To that end, the Revenants have a policy of not leaving witnesses, stemming from their desire to survive without disturbance and failed previous attempts at doing things the "nice way."[21][22][23] Additionally, Maddox Mullen declares that the Revenants should have "no mercy" for outsiders,[24] and is willing to "take the fight to them" before disappearing without any outsider knowing what had happened.[25]

Point Repose[]

The Revenants also run the nearby location of Point Repose, an old Vertibird landing yard. It has since been turned into a private grove for ghouls who are turning feral to sequester themselves, so that they can stop themselves from hurting others.[26] It was initially built up by Kevan to accommodate one woman who started to show signs of going feral, and he did so entirely of his own volition without anyone asking him to create such a place.[27] Point Repose is kept as a sacred place for the Revenants, somewhere for its members to go and eventually be at rest if things ever go bad.[28] Those turning feral make their own decision of when it is time to walk through the "Last Door" into the Vertibird yard, locking the door behind them and tossing the key back over into the main campground.[29]

On top of its somber purpose, Point Repose has also emerged as a potential location of interest for scientific reasons. It has a substantial growth of out-of-region flora, possessing acidic soil due to carbon dioxide from the deposing feral ghouls. Gardener Ernie Navarro speculates that rapid radiation-based growth at Point Repose potentially makes the flora act like a hydrangea, changing colors depending on the pH of the soil. However, the radiation at Point Repose has not been as long-tenured as the radioactive barrels at Radiant Hills, and Ernie notes that it is possible the forest surrounding Point Repose could decay in a few years' time.[30]

Interactions with the player character[]

The Revenants reside in the far northern reaches of the Savage Divide, where they occupy Radiant Hills, as well as the hillside cavern. They also operate the nearby Point Repose, though it is currently only occupied by feral ghouls.

The player is introduced to the faction as part of the quest Leap of Faith, which starts at level 50. After completing Leap of Faith, A Fresh Pair of Genes starts, and the player has the choice to turn their character into a ghoul.

Radiant Hills can be reached before completing Leap of Faith. Various Revenants occupy the exterior, as well as Regular Debbie and Ernie Navarro. The generic characters have unique dialogue reacting to a human walking around the camp.[31] However, the named characters at the Radiant Hills exterior may not interact with a human player character. However, human player characters cannot enter the Radiant Hills interior. The extent to which they can explore the missile silo is the exterior, as well as the small, separate section accessible through the hillside cavern, which one does during Leap of Faith.

Radiant Hills, being populated solely by ghoul Revenants, is heavily irradiated. While there are some safe spots throughout the exterior for an unprotected human to wander through, there are several large pockets of irradiated barrels and toxic pits that give off 50-70 rads each. By contrast, ghoul player characters can make use of Radiant Hills as a convenient location to gather excess radiation for the Glow meter. If the player character turns into a ghoul during A Fresh Pair of Genes, effectively joining the Revenants, the generic Revenants will react more favorably to them, and one can talk with more Revenant characters.[32] The interior of Radiant Hills will also be accessible once the player character turns into a ghoul.

The Revenants appear only in Fallout 76, introduced in the Ghoul Within update.

Behind the scenes[]

  • The Revenants were first mentioned indirectly as part of Eugenie's background, during her dialogue in the Wastelanders update. However, she only referenced a commune of ghouls in the hills to the north, and did not mention anyone by name. Her letter and dialogue in the Once in a Blue Moon update provided some more minor details, including mentioning the characters Kev and Jaye. It was not until the Ghoul Within update that the faction of the Revenants and their headquarters at Radiant Hills in the northern Savage Divide were fully introduced, making it clear that they are the ghouls mentioned by Eugenie.[33][34] However, Eugenie did not receive any new dialogue for the update, and she has no unique interactions if the player character has met or even joined the Revenants.
  • A revenant is a spirit or re-animated corpse believed to have been revived from death to haunt the living; the name is derived from the Old French word for "returning" and is often used as a general term to refer to the undead. Depictions of revenants have appeared in various cultures including Celtic and Norse mythology.
