Taking this perk grants a permanent +25% bonus to Radiation Resistance.

The usefulness of this perk is questionable especially into the endgame, since it is easy to temporarily boost radiation resistance to the maximum with Rad-X and various radiation-resistant armors. Combined with the fact that there are few areas with a high enough radiation level to warrant such resistance (such as the Courier's Mile from Lonesome Road, which is a completely optional area), it is highly situational at its best.
