“A disgruntled Dweller named Rubarb has joined the Raiders and wants to liberate some local Vaults... with violence! Overseer Mogabe needs your help!”
Power to the People? is an overseer quest and part of the Labor Dispute! multi-stage questline in Fallout Shelter.
Walkthrough
This quest takes place in a vault, and the only enemies are raiders in groups of two to three. The top floor has some vault dwellers who will start a conversation. Near the bottom floor is a dweller (presumably Overseer Mogabe) who has a lunchbox in the room. In the room next to the lunchbox is a raider leader accompanied by two raiders. Selecting the fourth dialogue option avoids a fight.
