Postcard from VTU is a paper note in Fallout 76.
Location
The note can be found on the roof of the building to the west of the building where Back on the Beat is started, north of the rooftop with the wooden shack across from the apartments while walking along the monorail tracks. The roof is accessed from the monorail by jumping across to the roof.
