Plan: Theodore's snow globe is a workshop object plan in Fallout 76, introduced in the Milepost Zero update.
Location[]
After Theodore is upgraded to tier 2 at Milepost Zero, and the player completes the quest Unconventional Weaponry (thereby automatically upgrading him to tier 3), Theodore will give this plan in dialogue, when he says "You made it back in one piece, but how long before someone takes a fancy to that gun and slits your throat to take it? You need to be more careful."

The plan unlocks crafting of Theodore's snow globe at a C.A.M.P. or workshop.
