May be rewarded upon completion of the A Colossal Problem event and the award chances depend on which of the Nuclear Winter plans below have been learned. The chance is 9.5% if no Nuclear Winter plans have been learned.
If the account has the entitlement from the Nuclear Winter game mode or the player character has learned the plan, it cannot be awarded.
