Location
According to the game files, the plan would be located at an unmarked cave north of Bailey family cabin. It is also listed as a reward for completing the unused St. Valentine's Day Massacre quest.
Unlocks
The plan unlocks crafting of the expensive perfume grenade at a tinker's workbench.
