Phil Roller is a Hubologist in Nuka-World in 2287.

Background
Phil is in charge of the "alignments" at the Hubologist camp, which are conducted using a "zeta equalizer" that clears the participant of their "neurodynes." Before one can be strapped into the chair to be treated, they must donate an increasing number of caps based on their AHS level.

Bugs
Sole Survivor may get stuck with no way out of the chair with Phil sitting there doing nothing. Using the console to kill Phil will cause him to stand up and continue with the alignment. Reloading an older save and retrying may also resolve the issue. [verified]
