Percy was a man who lived in Watoga Underground.
Background
Percy fought in a revolution against a group known only as The Committee. The fight against The Committee consisted of several battles and many lives were lost. Although the revolution was successful and The Committee was defeated, by the end of it, the revolutionaries knew that they would never see the surface again. Percy wrote a note, saying that he hoped those living on the surface were safe. He hoped that someone could read his final note and tell the revolutionaries' story.[1]
