Elder Pepper is a member of the Cult of the Mothman at the Old Crimora Mines in Fallout 76, introduced in the Skyline Valley update.
Background[]
Elder Pepper is one of the cultists in the Old Crimora Mines and acts as a guard, not letting anyone pass without first telling him the correct password.[1] Doing this has set him at odds with other members of the cult, such as Disciple Blair, who wishes to help Alex Guerra with the ritual but forgot the password,[2] and Adept Scarlet, who dislikes him sharing his "novice interpretations" of cultist beliefs whilst not allowing her to share his password.[3]
He also sent a group of cultists to the Shenandoah Visitor Center to prevent them from causing issues during Cassidy Stolz's ritual execution.[4]

Oldest Trick in the Book: Pepper prevents access to Alex Guerra until he is told the correct password. Upon Alex's death or hostility, Pepper will also need to be killed to rescue Cassidy Stolz.
