Penny is the general merchant at Covenant. Like the other residents, she will play dumb during the investigation. If you do uncover the town's secret, she and the other residents of Covenant will be become hostile upon your return. Once hostile, you will be unable to purchase her Unique items, so be wary before continuing with the Human Error quest.
