Paul, referred to as a Responder corpse in-game, is a deceased member of the Responders.
Background
Maria Chavez ordered him to make the monthly scouting trip to Vault 76, in the hopes of contacting them when they opened their doors. She told him to observe the vault for a few days and to not take unnecessary risks.[1] Ultimately, he ended up dying outside the vault.

Notes
- Prior to the Wastelanders update, Paul's corpse was found next to a light post on the balcony. Because this spot is now occupied by Lacey Drummond and Isela Mejia, the corpse was moved further down the hill.
- The "Orders from Maria Chavez" note is applied to the inventory of what is supposed to be a generic Responder corpse, though this specific NPC (Paul) can only be found outside of Vault 76.
