It can be given to the Lone Wanderer by Reilly during Reilly's Rangers if one accepts to help rescue her men on the roof of the Statesman Hotel. If she is not spoken to in The Chop Shop, the password is given by Butcher at the hotel's door, after helping them past the super mutants.
