The paranoid refugee, also known as Tinhead for the tin foil hat he wears,[1] is a resident of the Whitespring Refuge in Appalachia in Fallout 76, introduced in the Expeditions: The Pitt update.
Background[]
This man is one of many refugees at the Whitespring, though he stands out due to his tin foil hat, which he wears because it "insulates [his] brainwaves" and "stops the psychics from stealing [his] thoughts".[2] He declares that there is an impostor at the refuge, and targets the suspicious refugee with his conspiracy.[3] He is unsure what the impostor would be here to do - possibly spying on the refuge, preparing to abduct people as test subjects, or even preparing to cannibalize others.[4] The paranoid refugee has already asked several people to photograph the suspicious refugee in the past.[5]

Behind the scenes[]
- The paranoid refugee's declaration that there is "an impostor among us"[6] appears to reference the 2018 multiplayer social deduction game Among Us, which gained popularity in 2020 and similarly deals with an impostor.
- When asking who could be behind the impostor, one possibility that the paranoid refugee suggests is that there is "probably just a bunch of brains in jars now controlling the world from a secret underground bunker".[7] In the non-canon game Fallout Tactics, the Calculator is a supercomputer that is controlled by eight brains in glass containers which is in charge of Vault 0, designed to be the controller of the other Vaults.

Suspicious refugee: "You know, the nutjob with tinfoil wrapped around their noggin'."
(Suspicious refugee's dialogue) - ↑ Vault Dweller: "What's with the hat?"
Paranoid refugee: "This? It insulates my brainwaves. Stops the psychics from stealing my thoughts."
(Paranoid refugee's dialogue) - ↑ Paranoid refugee: "Hey, stranger. Over here. Act casual, like we don't know each other."
Vault Dweller: "Okay, I'll bite. What's up?"
Paranoid refugee: "Natural curiosity. Good. I picked the right person. Listen, we got a problem here at the hotel. Big problem. Only everyone else is too naive or clueless to read the signs. We've been hoodwinked. Infiltrated. Got an impostor among us. It looks like us, it talks like us, but it ain't us."
Vault Dweller: "What do you mean?"
Paranoid refugee: "Exactly what I said. We've got an impostor here at the Whitespring Hotel. Look, I'll cut to the chase. Someone in this hotel ain't what they appear to be and it's up to us to stop 'em."
Vault Dweller: "I understand. What do you need me to do?"
Paranoid refugee: "Okay, listen up. I've got my suspicions about who it is. But I can't go to the higher-ups without proof. That's why I need your help. You got to sneak up on 'em and snap a photo."
(Paranoid refugee's dialogue) - ↑ Vault Dweller: "What does this impostor want?"
Paranoid refugee: "Who knows!? Maybe it's here to spy on us, or abduct us for some kind of twisted science experiment. Or maybe it's just hungry and waiting for me to go to sleep!"
(Paranoid refugee's dialogue) - ↑ Vault Dweller: "How did you know?"
Suspicious refugee: "The tinfoil hat was a big giveaway. Seems like every other day Tinhead's got somebody new trying to sneak my photo. You start noticing strangers lurking around. Or maybe I'm just getting paranoid! Ha-ha!"

(Paranoid refugee's dialogue) - ↑ Vault Dweller: "Who is behind this?"
Paranoid refugee: "Exactly! Ask yourself, who is cunning enough to devise such a devious scheme?"
Vault Dweller: "The government?"
Paranoid refugee: "Sure. You really expect me to believe they weren't ready for the bombs? Probably just a bunch of brains in jars now controlling the world from a secret underground bunker."
