Owen is the son of Leonard, found dead in the Burning Springs region of Appalachia in Fallout 76, introduced in the Burning Springs update.
Background[]
Before the Great War, Leonard married a woman and they had a son, Owen.[1] They had secured placement in a Vault to the east of Ohio, but by the time the Great War struck, the family did not make it in time.[2] In the post-War aftermath, the family took up residence in a "crappy" bunker; Leonard and his wife joined a raider gang, but Owen's mother was killed after becoming pregnant again. Although the raiders attempted to convince Leonard that she committed suicide, Leonard killed the other raiders and went on the run, now seeking to protect his son, Owen, from the dangers of the wasteland.[3]
Owen and Leonard attempted to settle down in Highway Town, the most well-protected settlement in Burning Springs, but Leonard was displeased with the perceived selfishness of its residents and the presence of bounty hunters there, seeing their activities as "shady" and not wanting Owen to be caught up in it.[4] According to Eugene, Leonard has allegedly gained a reputation in the Burning Springs region for killing raiders, including raiders from the Rust King's Army, as he has developed a nomadic, survivalist lifestyle.[5][6]
Leonard describes Owen as a "young, sweet boy" with dark hair and fair skin. Owen also wears his mother's wedding ring around his neck in memory of her.[1]
However, by 2105, Owen has disappeared somewhere in Burning Springs. Leonard is worrying greatly for Owen's wellbeing. At the same time, Leonard does not want to venture out from his hiding place in case Owen returns while he is gone, and he runs the risk of coming across the worst case scenario, Owen's death, of which he could not bear the thought.[7] Unbeknownst to Leonard, Owen has in fact been murdered, apparently by raiders seeking vengeance against Leonard for killing their men.[8] Owen's corpse is found near the Route 33 traffic jam in the southeastern part of Burning Springs, near another settler he was with; both have been skewered on a pike.

Inside the train carriage at the railroad service yard where Leonard is found, there are a number of tally marks written in chalk. The phrase "days missing" is scribbled out above the tally marks. Counting all of the tally marks, they would appear indicate that Owen has been missing for 98 days.[9]

Leonard: "What about it? We stayed there for a little while, but the people were selfish. There was shady crap going on... Bounty hunters everywhere and people taking advantage of others. I didn't want my boy being caught up in it."
(Leonard's dialogue) - ↑ Eugene: "To go against someone like that, we need more people. There's three of them, in the surrounding area, that are notorious for killing his men."
(Eugene's dialogue) - ↑ Eugene: "The first recruit is Leonard. He's known in the area for being a... wild-card. But, rumor has it the guy took on a Deathclaw once. He's holed up at the Railroad Service Yard in one of the train cars. We're lucky, he's normally on the move. We can't risk him moving again. Get to him first."
(Eugene's dialogue) - ↑ Leonard: "I can't leave this place. I'm waiting... waiting for my son. He's been gone a while, and I can't move until he comes back. I want to go looking for him, but what if he comes back while I'm gone? Or... I find something I don't want to. Just, find my Owen, and I'll do whatever you need me to."
