The note can be found at the Gleaming Depths, attached to a bulletin board in the second rest area before beginning the drill encounter in Raid: Gleaming Depths. It is next to the AMS staff terminal.

As of 12:00 am tomorrow, ownership of this facility will officially transfer from Atomic Mining Services, Ltd. to Raven Financial Holdings LLC.
The company will close the mine with immediate effect and liquidate its assets. All personnel are to report to management today at 4:00 pm for reassignment.
