Neon Winter is a side quest in the Fallout 4 Creation Club content "Neon Flats."

Walkthrough[]

The Sole Survivor is prompted to investigate the apartment in Goodneighbor. Inside the lobby, they find the corpses of a cleaning crew, each wearing a cleanroom suit. After investigating the terminal, the player character learns that an Institute artificial intelligence program codenamed "Project S.N.O.W." is responsible for the death of the cleaning crew. The player is then prompted to go to the Third Rail to find the next clue.

Inside the Third Rail, one must find the Architect's note on the bar, which explains that S.N.O.W.'s designer, the Architect, is attempting to track down the rogue A.I. and stop it. The quest will update and prompt the player to visit the Boston Public Library.

In the library, the Sole Survivor has several quest markers pointing to terminals in one of the main rooms, where they have to read the READ_ME file, which is found on the librarian's terminal. The file, which was left by the Architect, indicates that the different terminals in the room are numbered (1, 2, 3, 5, 7, and 9). The player character will then need to run the DECRYPT command on four computers in the correct sequence. The clues for the sequence are as follows:

  1. The combination is four numbers, composed entirely of primes.
  2. The combination itself is a prime number.
  3. The combination is the smallest possible number based on the above rules.

Following the above rules, the correct sequence is 2, 3, 5, 7.

After running the DECRYPT command on the four terminals in the correct sequence, the player character is prompted to travel to the Gunners plaza for the next stage of the quest. This process can be bypassed with a +6 Intelligence check, or alternately by having 3 points in the Hacker perk.

After getting close enough to the Gunners HQ, the Pip-Boy picks up a new signal. Tracking it, the player is lead to a terminal inside of the generator shed on the roof of the GNN building. Using the terminal indicates, that S.N.O.W. is trying to upload itself into a body of some kind. At this point, the quest updates again, sending the player to the Electrical Hobbyist's Club to the west.

There are a few ways to enter the Electrical Hobbyist's Club:

  1. The master-locked front door beside the intercom.
  2. The rear door near some fallen crates.
  3. A hole in the roof, which can be reached by climbing the fallen crates.

All entrances to the building are booby-trapped, but the player has to make their way to the basement door within.

The basement is booby-trapped as well, with both turrets and an Assaultron laying in wait. Upon descending the stairs, the player immediately notices a bank of computers and a synth body connected to a pod. Activating the terminal (the one near the synth body, not the one in the side room) presents the player with a message from S.N.O.W. and the option to cancel the upload. Reading the message also gives a new option to ignore the upload (thus allowing S.N.O.W. to achieve its goal) and simply making a copy of the data. Either way, the player is then tasked to return to the apartment to reset the system there and restore power.

After initializing the power system, the player is now able to use the elevator to access the Neon Flats apartment. Doing so will complete the quest and allow use of the apartment's workbench.
