Quests
Find Children spy in the Followers: Neil could help the Vault Dweller in finding the double agent working for the Children of the Cathedral, but was either cut or never implemented along with the quest itself.
Other interactions
It was also possible to speak to him about training the Followers in the ways of war, which would fulfill an extra criteria for an ending in which the Followers take control of the Boneyard to later appear in Fallout: New Vegas.
