Background[]
Morales is up for re-election in the senate and is being backed by brahmin barons for his political base. As described in the mercenary note, he seeks to score cheap points with the anti-mutant electorate and so has decided to hire a team of mercenaries to harass Jacobstown. Earlier, he used the same mercenaries to help brahmin barons seize Oak Creek from its original inhabitants.[1]
