The mechanic is a man attempting to fix an automobile in Fallout 76, introduced in the Wastelanders update.

Background
The mechanic claims that he has been attempting to fix a car for over five years. When the player character encounters him, he declares that it is finally repaired and can run again. Immediately after calling himself a genius, the car explodes and kills the mechanic.[1]

The mechanic is intended to be met in a scene-type random encounter, though the encounter itself is disabled and cannot be found in-game.
