MAIA is a computer system tasked with assisting the mayor of the city of Watoga in 2102. She is similar in design to the Grafton mayor.
Background
MAIA was activated before the Great War to assist the mayor of the city of Watoga with their daily tasks. MAIA was not destroyed in the War and remains active as of 2102.
Watoga had an unusual way of governance, appointing random citizens to the office of mayor for an undefined period of time. Terminal entries state that some might find this frustrating, but others will find it liberating, because "you won't be hounded by special interests and corrupt enterprises." Furthermore, every new mayor is able to curtail, adjust or limit any previous law (except Executive Order 341 and 342, which make this way of governance possible). At some point, a law was made deciding that anyone who walks into the mayor's office, becomes the new mayor. This can all be read in the terminal entries on the mayor's desk.

When approached, MAIA will appoint the player character mayor of Watoga and start the Mayor for a Day quest. She will play an audio log containing her final moments with Watoga's last mayor, Barbara Elizabeth.
Notes
MAIA stands for Mayoral Artificially Intelligent Assistant, meaning that the Grafton mayor is also a MAIA. This, however would not explain the MAIA (Huntmaster) at the Black Bear Lodge in the Toxic Valley.
