When talking to Julie Farkas, leader of the Mojave branch of the Followers of the Apocalypse, at the Old Mormon Fort in Freeside, asking her about the Followers' supply issues and mentioning that they need a steady supply gets her to elaborate on her plan to strike a deal with the local merchants rather than relying on unreliable donations.
She asks the player character to speak with certain NPCs that Julie believes would be open to a deal with the Followers:
Both Mick & Ralph's and the Crimson Caravan Company will refuse to work for Julie's needs, leaving the Garrets as the only ones. James will state the terms when asked: for a continuous supply of ethyl alcohol and Med-X, in exchange the Followers will perform regular maintenance on the Atomic Wrangler's stills. James additionally points out the uses of high-proof alcohol for anesthetic and disinfectant solutions and is pleased by the idea of regular, expert maintenance for his distillation equipment.
To complete the quest successfully, Julie (with some reluctance) has to accept the offer, followed by going back to the Wrangler to inform James of the agreement to gain Freeside fame. One must then return to Julie once again and tell her that the first of the supplies from the Garrets should arrive shortly.
