The pre-War United States was comprised of 13 commonwealths, acting as an intermediate level of governance between the state and federal governments. Intended to help create legislation broad enough to benefit states with common regional concerns, but narrow enough not to affect those with dissimilar interests or political cultures. Following the Great War, the commonwealths disintegrated into what became known as the wasteland. When land across the country eventually became less radiated and more habitable, survivors reestablished settlements and began new post-War lives. The commonwealths include:

• Columbia Commonwealth - The Columbia Commonwealth is comprised of the former states of Maryland and Virginia, as well as the District of Columbia. Within the commonwealth are the Capital Wasteland and Point Lookout, which serve as the gameworld for Fallout 3 and its add on Point Lookout, respectively.
• East Central Commonwealth - The East Central Commonwealth is comprised of the former states of Ohio, Kentucky, and Tennessee.
• Eastern Commonwealth - The Eastern Commonwealth is comprised of the former states of West Virginia, Delaware, Pennsylvania, New Jersey, and New York. Within the commonwealth is the Pitt, built on the remains of Pittsburgh, which serves as the gameworld of the Fallout 3 add-on The Pitt. In addition, the area consists of Appalachia which serves as the gameworld of Fallout 76.
• Four States Commonwealth - The Four States Commonwealth includes the former states of Utah, Colorado, Arizona, and New Mexico. The commonwealth also includes Zion Canyon, where the Fallout: New Vegas add-on Honest Hearts takes place.
• Great Midwest Commonwealth - The Great Midwest Commonwealth is comprised of the former states of Wisconsin, Minnesota, Illinois, Indiana, and Michigan.
• Gulf Commonwealth - The Gulf Commonwealth includes the former states of Louisiana, Mississippi, Alabama, and Florida.
• New England Commonwealth - The New England Commonwealth is comprised of the former states of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. Part of this area is known simply as the Commonwealth and serves as the gameworld for Fallout 4. The location Far Harbor is within the confines of this commonwealth, which is where the Fallout 4 add-on Far Harbor takes place.
• Northern Commonwealth - The Northern Commonwealth is an area comprised of the former states of Montana, Wyoming, North Dakota, and South Dakota.
• Northwest Commonwealth - The Northwest Commonwealth is comprised of the former states of Washington, Northern California, Oregon, Idaho, and Alaska. A simulated version of Alaska is the game world for the Fallout 3 add-on Operation: Anchorage.
• Plains Commonwealth - The Plains Commonwealth is an area comprised of the former states of Nebraska, Kansas, Iowa, Missouri, and Oklahoma.
• Southeast Commonwealth - The Southeast Commonwealth is comprised of the former states of Georgia, South Carolina, and North Carolina.
• Southwest Commonwealth - The Southwest Commonwealth is an area comprised of the former states of Nevada, Southern California, and Hawaii. Included within the region is New California as well as the Mojave Wasteland, where Fallout, Fallout 2 and Fallout: New Vegas take place.
• Texas Commonwealth - The Texas Commonwealth is comprised of the former states of Texas and Arkansas.

Vaults

The vaults are a series of survival shelters designed by Vault-Tec Corporation on contract with the U.S. government to protect a selected portion of the United States population from a nuclear holocaust. The government commissioned 122 vaults as part of Project Safehouse, seen throughout the continental United States.
