Mojave Campaign[]

In 2274, following the discovery of the intact Hoover Dam in the Mojave Wasteland by scouts the year prior, President Aaron Kimball sent NCR forces into the area to occupy the dam.[1][2] When the military contingent arrived at the dam, they encountered forces of Robert House.[1] Following negotiations, Robert House relinquished control of the dam to the New California Republic in exchange for a number of concessions via a treaty.[3][4]

NCR forces were permitted to occupy Hoover Dam and establish a military base at McCarran Airport.[3] The NCR is permitted to send 95% of the electricity produced by the dam to their home states, the remaining 5% is sent to the Strip.[1] Fresh water was another commodity from the dam sent back to the NCR.[5] An embassy was established on the Strip, where an NCR ambassador is stationed.[1]

The NCR's attempt to annex the Mojave has lasted seven years, the cost of which erodes support for President Kimball.[6][7] The campaign overall is unpopular, with senate members unwilling to continue funding it without results, noting supplies, and funding is stretched thin already, with 1,000 soldier fatalities per year.[8][9][10] Soldiers were undersupplied and only trained for a short time before deployment.[11][12]

The New California Republic would have attempted a forceful takeover of both New Vegas and Hoover Dam, if not for the threat from the Legion.[13] The Legion's forces are poised to strike from their camp across the Colorado River at Fortification Hill, established in 2277.[14] Protecting the nation's home states from the advance of the Legion is an additional interest of the forces at the dam, apart from resources.[15]

The NCR forces have also come into conflict with the Great Khans, who engage in raids on the Republic's caravans, towns, and camps.[16] A number of Great Khans were tracked to Bitter Springs by the NCR, believing it to be the source of raiding efforts.[17] The First Recon unit, including Craig Boone, were sent to cut off the only escape route, sniping from atop Coyote Tail Ridge.[18][19][20] He shares with the Courier that non-combatants were there and they followed orders to fire, but this was not the way it was intended and the result of a miscommunication.[20]

Camp Navarro[]

The Enclave was a faction established on the West Coast.[21] They operated out of an oil rig in the Pacific and a military base in Navarro.[22] When the oil rig was destroyed, the Enclave's command structure dissolved and the NCR was able to take over the camp, killing everyone there who was not able to escape.[23] The NCR justified the act by stating the Enclave was a threat to the region.[24] Those who were able to flee attempted to integrate into the NCR.[25]

Brotherhood War[]

Helios One frontside

As a result of the Brotherhood of Steel's disagreement with the NCR about how technology should be controlled, a series of violent confrontations took place.[26][27][28] The NCR attacked and occupied the Brotherhood's fortifications at the HELIOS One power plant. Despite the efforts to hold the plant, the Brotherhood forces were forced to retreat, suffered a loss of more than half of its paladins and knights, and the disappearance of their leader, Elder Elijah.[29][30]

After the loss at HELIOS One, the Mojave Brotherhood's new leader, Elder McNamara, restricted all activity outside of the bunker and forbade engagement with NCR forces.[31][32] Afterward, the NCR left a small fighting force at the plant, sent the rest sent onward to Hoover Dam, and over the next few years, increased its military presence in the Mojave fivefold.[33][34][35]

First Battle of Hoover Dam[]

The NCR Army faced the Legion in 2277.[36] Windstorms in the Divide caused delays to NCR reinforcements and supplies before the battle.[37][38][39] Chief Hanlon's tactics allowed the NCR's First Recon, Bravo Company, and Lee Oliver's troops to rout and destroy most of the Legion's elite fighting force via a trap laid in Boulder City.[40][41][42] Caesar was forced to retreat.[43]

BC Memorial

To honor those lost in the battle, a memorial was placed at the entrance to Boulder City. Each of the fallen is listed by name and rank on the side facing the Colorado River, while the inscription and the insignia of the Army and the Rangers are carved into the side facing New California.

Private Kowalski shares that the rangers lured the best of Caesar's Legion into Boulder City before laying the town to ruin.[44] The fighting and explosion resulted in the loss of over 100 soldiers, including Kowalski's older brother who sacrificed himself so the wounded could be evacuated.[45] Soldiers such as Ranger Teresa Lutz, Private Jeffery Hui, and Corporal Marcus Christensen were separated from their platoon, and acknowledging their fate, held off as many legionnaires as possible before the detonation.[46] Chief Hanlon shares that the rangers received credit for the battle's success, a fact that irritates General Lee Oliver.[47][48] Caesar made an example of his most trusted ally, Legate Joshua Graham, by throwing him into the Grand Canyon as punishment for failure.[49]

Second Battle of Hoover Dam[]

The Legion did not retreat from the first battle, still prepared to attack once more from their Fortification Hill base. Mr. House states that Caesar is a capable strategist and is surprised he hasn't found some way to infiltrate the dam or the NCR's rear areas.[50] General Oliver has transferred from Camp McCarran to the dam in preparation for the conflict.[51]

House states that Oliver will attempt to use strengths in numbers in an attempt to overshadow Chief Hanlon's success four years previous.[50] Legate Lanius shares that in the past, the NCR has relied upon attrition and ranged fire, but the tactic will not serve them in the same fashion again due to the Legion's infiltration of the dam's tunnel system.[52] The NCR's Alpha Squad, comprised of NCR Ranger Veterans and a commander, offers assistance on the final stretch to the Legate's camp.[53]

In 2274, President Kimball sent the NCR army into the Mojave in force, with the objective of occupying and repairing Hoover Dam. Rangers and army scouts had confirmed that the dam was basically unoccupied and could be restored to an operable condition. Upon arriving at the dam, however, they discovered that a large force of tribals and robots had occupied it. This was our introduction to the Three Families, the Securitrons, and, of course, Mr. House. Using his Securitrons as intermediaries, Mr. House called for parlay. He claimed his forces had occupied Hoover Dam in order to safeguard it for our arrival. And that he was ready to turn it over to us, so long as we could agree to terms. Those terms became the Treaty of New Vegas. The Treaty recognized Mr. House's sovereignty over the Strip and granted us rights to establish military bases at the Dam and McCarran Airport. The NCR is legally permitted to send 95% of the electricity produced by the dam to our home states. The remaining 5% goes to the Strip. The treaty actually makes it illegal for the NCR to prevent its citizens, or troops on furlough, from visiting the Strip. Once on the Strip, our citizens are subject to arrest - or punishment - by House's Securitrons, though that's a rare occurrence. Our troops enjoy a different status. It's illegal for the Securitrons to take action against them. Of course, it's also illegal for our troops to carry firearms on the Strip, so there isn't much trouble they can get into. Our military police does an adequate job of keeping the troops on furlough in line. I don't envy them that task. The embassy was established a few weeks after the Treaty was signed. Basically Mr. House handed us a dumpy little building he had no interest in renovating. I'm the third ambassador to hold this post. And the first, I think, to accept its limitations. My predecessors had ambitions of engineering the annexation of the Mojave. They thought they'd convince Mr. House to join up. I've never even spoken to the man - or whatever he is. Maybe the situation will change once we've beaten the Legion once and for all."

    Dennis Crocker: "Now we mostly just keep track of the NCR citizens and troopers around and make sure they don't get in trouble, but that's Captain Pappas' job. I keep myself busy with paperwork and reports that get sent back to the NCR. It's mostly busy work, but every once in awhile, we make progress."

The Legion's tried to cross the water on a few occasions, but slow-moving boats make easy targets for sharpshooters."

They keep being told that victory is right around the corner, that Vegas will roll over, become the sixth state of their little union. It's President Kimball who's been telling them that. When he dies, the enormity of his lies will come crashing down, the punchline to a bad joke."

    Robert House: "I care because he is a known quantity - not the man so much as the political context he inhabits. Kimball rose to prominence as the "Hero of the Mojave" when he led a campaign of reprisals against tribals who dared to attack NCR citizens. Ordering the occupation of Hoover Dam was his first act of office. As water and electricity flowed to NCR cities, his popularity soared. Conversely, his failure to annex the Mojave these seven years, and the immense costs of occupying a foreign land, have eroded his popular support."

Even Caesar knows that General Oliver's coming back to Hoover. Colonel Moore's doing a fine job of running things over at the dam. In her own way, of course, when she's not trying to wrangle my rangers into helping her. But just keeping that dam secure and operational day to day is enough work for one person, never mind building a defense against the Legion."
    The Courier: "How is NCR doing?"
    Hanlon: "Mojave Outpost sent word through the stations. The rangers coming up from Baja moved through Dayglow a week ago. Some of the patrol rangers have reported that Oliver's power armor heavy troopers are starting to reinforce the front lines. Wish they got here a bit earlier, but that's the senate for you."

    Hanlon: "Senate elections are coming up. Local representatives don't want to push any more funding to the Mojave campaign because it's unpopular. Most of the folks around the Boneyard haven't been to New Vegas and probably never will. All they know is that their money gets sucked away to this desert and their brothers, sisters, sons, and daughters die here."

    Arms merchant: "It means my C.O. was an asshole, and I told him to eat shit. He ordered me to flog a couple "deserters." Those kids didn't desert. They just got liquored up on the Strip and missed roll call. I don't know what else the brass expects... half these kids don't get more than two weeks of training before they ship 'em out here."

Anyway, I was always complaining about the standard issue gear. The new kids don't even get body armor, can you believe that?"

Not out of the kindness of their hearts, as they try to make it seem. Because the calculus of power left no other choice."

    Edgar Hardin: "Elijah was a strange one. His even becoming Elder was highly questionable, seeing as how he was a Scribe. Typically, only Paladins are eligible. But an exception was made in his case, on account of him being a genius. Unfortunately, whatever scientific acumen he had didn't extend to tactics. Trying to defend HELIOS was a blunder of the worst kind, and many brothers lost their lives because of it. Many of the senior paladins, myself included, advised him to fight a retreating action, but he refused to budge. Said he almost "had it working". We never did find out exactly what he was talking about. When the perimeter was finally overrun, the Elder had simply vanished."

Recently we've had scouts go missing in an area west of HELIOS, and I'm concerned that the Brotherhood is involved. I want you to find them, and once you do, finish them for good. Any questions?"

    Veronica Santangelo: "I'm worried they'll be the death of the Brotherhood. They take what they want. We defend our interests to the death. But there's a handful of us and tens or hundreds of thousands of them. So it's not going to end well. Last time we clashed we lost a lot of people. Retreated to our bunker. Now we're afraid to even move around during the day."

  33. ↑ The Courier: "Shouldn't there be more people than this defending a power plant?"
    Haggerty: "There should. But we're not getting much power out of it so none of our enemies have a big interest in it either. Not like Hoover Dam, anyway. We had a real fighting force here just long enough to take it from the Brotherhood of Steel. Then they got sent east to the dam like everybody else. Caesar's Legion sends skirmishers every so often. Prodding for weaknesses, mostly. The reality is, if they really wanted it, we'd all be dead."

    Nolan McNamara: "It's a protective measure that was enacted after our defeat at HELIOS. The NCR was hot on our heels, and we wouldn't have survived another encounter. It was decided that we would stay quiet for a time, heal the wounded, and try to come up with a new strategy. However, after we had fully recuperated, our first scouting measures showed that the NCR's presence in this region had only increased in our absence. There are now more than five times the number of NCR troops in the area as when we fought them, and we have half the number we did at HELIOS. And so the lockdown has been extended. To go outside would be the death of us all."

I can say that we were both lucky that NCR's supply lines and land routes north of Mojave Outpost were destroyed before the Battle of Hoover Dam. Something bad happened near Death Valley, at a place called the Divide. NCR couldn't cut across anymore and it slowed down their reinforcements. Terrible storms ripped entire companies apart before they even got to Nevada soil. The aftermath of Hoover Dam could have been even worse for Caesar."

    Joshua Graham: "I don't know for certain, and I don't think NCR knows, either. Whatever happened at the Divide was too much for them to handle. Our frumentarii told us what they saw. No place for God-fearing folk."

The Legion got bogged down and Rangers and 1st Recon sharpshooters started taking out the Legion officers. They sent their best men to stop the Rangers and 1st Recon, but the Rangers pulled them into a trap at Boulder City and blew them all to hell. After that the Legion's forces were in disarray and tried to retreat. However, our forces advanced rapidly and routed them. And that was that."

  43. ↑ The Courier: "So what happened at Hoover Dam and Boulder City?"
    Hanlon: "In big battles, Caesar deploys his legionaries in waves. Recruits up front, prime soldiers behind the recruits, old guard bringing up the rear. Opponents wear themselves out dealing with the first two waves if they survive that long. When the veterans step up, there's not much fight left. Caesar can adapt, though, and when required, he can run any mix of legionaries as skirmishers and still retain order in the ranks."

    Hanlon: "Joshua Graham, Caesar's old legate, he's wasn't so flexible. When the Legion attacked Hoover Dam, General Oliver ordered his troopers back to the middle ground just after the first contact. Graham pushed all of the legionaries onto the dam, filling the east side with recruits up front and veterans in the back, by the book."
    The Courier: [Continue]
    Hanlon: "But once they were in, they were stuck there. Oliver's troopers were entrenched and wouldn't give a foot. That's when we ordered the rangers and 1st recon sharpshooters to start picking off veteran legion officers from a high ridge west of the dam. That only lasted about a minute before Graham ordered the back ranks to push through to the front and rush the ridge."
    The Courier: [Continue]
    Hanlon: "Caused total chaos among the younger legionaries, and Oliver's troopers fell back to the side walkways and stayed out of the veterans' way. By the time the veterans got to the ridge, we were already in Boulder City. They followed us down there, but we were out before they realized what was happening."
    The Courier: [Continue]
    Hanlon: "We had packed the old city with C4 and dynamite. Crude, but it did the job. Those who didn't die in the blast were in no position to mount a defense. The ones left on the dam didn't know what to do. The troopers routed them. Graham pulled the remaining legionaries back, but the battle was over. He went south, back to the Grand Canyon, back to Caesar. And that was the last we saw or heard from Joshua Graham."

  44. ↑ Private Kowalski: "It commemorates the Battle of Hoover Dam. The rangers lured the best of Caesar's Legion into Boulder City, then blew the whole town up. The NCR still lost a bunch of troops in the fighting, though. My older brother sacrificed himself so they could evacuate some of the wounded."

I was a young man once. I know what it's like to want to fight for your home, but this isn't it."

    Hanlon: "Oliver can't stand that rangers got credit for victory at Hoover. Whatever I recommend, he does the opposite. I said I wanted them on the ridge. He put them right on the western part of the dam itself. We don't have enough firepower to hold that spot. If the troopers fall back, and they will, the rangers will advance to cover Oliver's retreat. We lose the dam, Oliver and the senate are ruined."

    Hanlon: "Losing the dam was the worst defeat the Legion ever suffered. Graham had been with Caesar since the beginning, but he had to set an example. The praetorians covered Graham in pitch, lit him on fire, and down into the Grand Canyon he went."

  50. ↑ 50.0 50.1 Courier: "What should I expect at the dam?"
    Robert House: "Imagine two snarling dogs fighting over a curve of bone, perhaps the rib of their master, long-dead. It'll be a pitched battle, that's a certainty. Perhaps the greatest battle the Earth has seen since the human race nearly made itself extinct."
    The Courier: "Any speculation on Legion tactics?"
    Robert House: "The Legion will mount a ferocious and determined frontal assault from the east, that much is certain. Still, Caesar is a capable strategist. I'd be surprised if he hasn't found some way to infiltrate the dam, or the NCR's rear areas."
    The Courier: "Any speculation on Legion tactics?"
    Robert House: "With Caesar dead, it's hard to know what to expect. The Legate, Lanius, is renowned as a brutal man, not a subtle tactician. Frontal assaults, wave attacks - these are the sort of tactics one would expect from such a man."
    The Courier: "How will the NCR defend Hoover Dam?"
    Robert House: "General Oliver's strategy - or 'tunnel vision,' as I like to call it - has been to mass troops at Hoover Dam. He wants to out-fight the Legion in a straight-forward slugging match, and then, when they rout, pursue and destroy them in detail. A crushing, decisive victory of this sort would overshadow the tactical ingenuity of Chief Hanlon's defense four years ago, you see."
    The Courier: "What's your battle plan for the Dam?"
    Robert House: "A good deal should be obvious to you by now. I won't spoil the rest by talking out of turn."

  51. ↑ Mr. New Vegas: "Unconfirmed reports say NCR's General Lee Oliver may have uprooted from his post at Camp McCarran in order to be present at Hoover Dam. NCR sources say that holding the Dam against Caesar's Legion has become their main strategic priority, and this move would not be unexpected."

There will be no attrition, no falling back, only carnage."

Day to day military operations at the dam are under the command of Colonel Moore. While troopers are active here, there are also a large number of civilian contractors who are trying to keep the dam running. They are of a secondary concern to Moore, who is preparing for an impending attack by Caesar and a visit by President Kimball."
