The letter from Vault-Tec is a paper note in Fallout 76.

It can be found in Beckley, on the south side of the town, on the table on the upper floor of a wrecked blue house beside the street. It can be reached by climbing onto the roof of the nearby yellow home, then making the jump to the blue house.
