Kohl is the Chief Librarian of Vault City who runs its information office in 2241.
Background[]
A gentle-looking citizen of Vault City,[1] Kohl is responsible for administrating the library resources throughout the city. However, he fears his position is slowly becoming obsolete, as a majority of written records throughout the city have been transcribed into an electronic format, accessible remotely on terminals throughout the city. He loves books and tries to convince himself that the new format is for the best, but internally he is still inclined towards the old ways.[2][3]

With 7 or higher Intelligence or with the Comprehension perk, the Chosen One can get a Big Book of Science and a Dean's Electronics from him, as long as they pronounce their love for books.
