“The townspeople are too scared to talk to you. Maybe you should ease their minds by beating the shit out of the raiders causing trouble in the bar.”

This quest is given to you by Ruby, the town prostitute in Carbon when you talk to her for the first time at the beginning of the game.

Quick walkthrough

1. Speak to Ruby;
2. Head to Atomic Diner;
3. Kill 10 raiders;
4. Speak to Armpit, the barman. Ask him about his name, then ask him about his big plans. He'll tell you what they are. Go in with him on it to make a few extra bucks.
