Journal entry - the plan is a paper note in Fallout 76, introduced in the Burning Springs update.

The note can be found at the railroad service yard, in an orange New Appalachian Railroad boxcar to the north, behind some crates.
Transcript[]
The plan is for half of us to hunt for some food for the night while the rest will look around see what we can gather from this place. Later, once we've eaten, we're going to try and find a way in to clear whatever it is inside. Then it's time to finally start building a home.
Hopefully this is our last "permanent" base for a long time.
