General Jingwei was a pre-War member of the People's Liberation Army, serving as the field commander during the Chinese occupation of Anchorage, Alaska,[1] A digital avatar made in his likeness appears in the Anchorage Reclamation simulation in the Fallout 3 add-on Operation: Anchorage.
Background[]
Nothing is known of Jingwei's career, such as how he attained the rank of general before he led the PLA forces to invade the North American continent. The initial invasion under his command was sweeping across the state, up until the Americans retaliated and the Battle of Anchorage ended with the expulsion of communist forces in 2077. His men knew him to be a cruel, but effective commander that demanded absolute loyalty, while his foes saw him as a ruthless and highly efficient tactician with a menacing tendency to bouts of savagery, yet always fighting with a certain sense of honor, no matter how twisted his actions were.[Non-game 1]
Within the Anchorage Reclamation simulation developed at the Virtual Strategic Solutions facility in Washington, D.C., he is presented as the final foe faced by the user at the Chinese Occupied Refinery, with his death paving the way for liberating Anchorage.[2][3] Reflecting his command of loyalty from his troopers, Chinese soldiers are also depicted as fanatically loyal to the General, fighting in his name.[4]
The presence of his personal weapon in the sealed armory at the VSS facility in 2277 suggests that he was actually killed or captured during the Anchorage Reclamation.[5]

- Operation: Anchorage!: When the Lone Wanderer first sees him, he is calmly executing an American captive with his shocksword in the midst of the battle between American T-51b units and Chinese soldiers, after which the Lone Wanderer may deal with him either through a Speech check or through combat.
- He can be convinced to kill himself with his own sword to avoid capture via Speech. A Charisma of 4 and Speech of 90 will allow a 100% chance of success.
- He can be killed in combat. General Jingwei is a "boss" character with an extremely high durability. His uniform and hat have a combined Damage Resistance of 31 at 100% condition. Because of this armor and the general's large amount of health (more than 1,000 HP at higher levels), he is almost as durable as a super mutant behemoth.

Behind the scenes[]
- Jingwei's Mandarin pronunciation is extremely poor, even to the point of being unintelligible to a real-world native Chinese speaker. However, as the simulation's development logs indicate that General Chase heavily edited and revised its parameters, culminating in the version seen by the Lone Wanderer in 2277, Jingwei's portrayal may have been deliberately exaggerated.
- Some details of Jingwei's characterization were left unimplemented in the final game. The intelligence report from a test terminal established a more concrete link between the Crimson Dragoons and Jingwei, with their presence indicating Jingwei's presence at the refinery. Furthermore, it established that Jingwei's previous command post was at the Elemndorf AFB, and his relocation to the refinery indicated a southward shift in the PLA's strategy at the conclusion of the Anchorage campaign.
- Jingwei's uniform is a reskinned version of the winterized Chinese jumpsuit, with shoulderboards, worn with a general's hat and no facemask.The closest equivalent of the rank displayed on the shoulder boards (four stars on a yellow-orange background) would be 大将 (Dà jiàng), lit. grand general, which was awarded once in 1955, to ten veterans of the People's Liberation Army, and not awarded since, leading to its abolition. After the abolition, 1998 reintroduction, and subsequent reforms, the highest general officer rank is 上将 (Shàngjiàng), lit. senior general, with three stars and a laurel wreath on a black shoulderboard.
- Name
- While Jingwei is indeed a Chinese name, it is not a surname, but an uncommon first name. Almost all Chinese surnames consist of a single character and Jingwei is not one of the rare two character ones. It could be a courtesy or pen name, or he was misnamed after his defeat, either due to lack of knowledge or simply not caring for proper naming and identifying of the general.
- Jingwei shares his name with the real world Chinese politician Wang Jingwei, who was originally part of the leftist wing of the KMT party, but later switched to the far right and served in a collaborationist government set up by Japan.
- Jingwei, written as 警衛, means "to stand guard" or simply "(security) guard."
Bugs[]
- Prior to starting the last level, you will see him kill the American soldier, the T-51b soldiers and Chinese will fight around you and Jingwei, but you and he will be stuck, with him staring at you while T-51b soldiers and Chinese soldiers keep spawning. This seems to always happen on the PC upon dying or starting the autosave of entering the battlefield any other way. To fix this, you have to load a previous save, go to the main menu, or restart the game. On the PC it is possible to fix this through killing Jingwei using the console. [verified]
- After the successful Speech check, Jingwei won't stab himself. Instead, he will stand there for a few seconds, then drop dead. [verified]
- When fighting Jingwei, the power armor troops that spawn after the battle against Jingwei has started may turn hostile against the player, regardless of friendly fire. [verified]
