Insurrection (previously known in the PTS as No Kings, No Masters) is a main quest in Fallout 76, introduced in the Burning Springs update. It is the third quest in the storyline involving the region known as Burning Springs.
Quick walkthrough[]
- Speak to Eugene and agree to help him take down the Rust King.
- Go to the Underbelly of Highway Town and enter Moose's house.
- Speak to Moose and agree to take down a Rust raider patrol.
- Go to Athens and kill the raiders in the parking deck. Grab the backpack of supplies from a wooden crate.
- Return to Eugene.
- Go to the railroad service yard and enter the train carriage interior. Speak to Leonard.
- Head southeast of Sand Fork Lumber and retrieve Owen's ring from Owen's corpse.
- Return to Leonard.
- Go to the Chop Shop and enter the diner basement interior. Speak to Magpie.
- Go to the unmarked South Ohio Evacuation Center north of the Chop Shop. Retrieve the tin of caps from the lectern.
- Go to Highway Town and speak to Gregory Dixon in the loan shark's office.
- Gregory will ask for a payment of interest. Fork over 60 caps, convince him to let it go with Charisma 8+, or attack him.
- Once the thugs are killed and the player enters Gregory's office, he will still insist on the interest. The player has another chance to pay it, intimidate him with Strength 8+, or kill him.
- Gregory will ask for a payment of interest. Fork over 60 caps, convince him to let it go with Charisma 8+, or attack him.
- However Gregory was handled, return to Magpie. Eugene will be present.
- If Gregory was killed and the player discloses this, Magpie may refuse to help the revolution. If she was freed of her debt peacefully, she may agree to help.
- Finish the conversation with Eugene to complete the quest.
Detailed walkthrough[]
Following the previous quest, the player character can agree to help Eugene in his proposed plan to take down the Rust King. Eugene sends the player character to a room in the underbelly of Highway Town to recruit a resistance member named Moose. After gaining entrance to Moose's room by using the code word "Brahmin" at the intercom, Moose will agree to help, but only after the player character dispatches a Rust raider patrol in Athens and retrieves some supplies, as a way to prove their trustworthiness.
Travel to the town of Athens, where the patrol of raiders must be killed to proceed. Upon their deaths, retrieve the backpack of supplies from a wooden crate. Return to Eugene and hand over the backpack of supplies. He then says that they still need to recruit two more members, Magpie and Leonard, whom he will describe in detail if asked for more information. Eugene says that Leonard should be recruited first, since he is frequently on the move.
Leonard resides in a train carriage (which is a separate interior cell) at the railroad service yard. He does not want to leave, because he is concerned for the wellbeing of his son, Owen, who has gone missing. He will refuse to help the revolution until the player character agrees to help look for Owen. After being directed to the southeastern part of Burning Springs to look for Owen, the player will eventually reach an unmarked location, the Route 33 traffic jam. There, Owen's corpse is impaled on a spike with a note signed by raiders, saying Owen's killing was payback for Leonard killing their men. Take Owen's ring from his body.
After going back to Leonard and returning the ring, the player character is given the choice of whether to tell Leonard that Owen was killed by raiders, or to conceal his cause of death.
- If Leonard is directly informed that raiders killed his son, he will become vengeful and ready to track down and kill more raiders, including those under the Rust King, thereby agreeing to help the revolution.
- If Owen's cause of death is concealed from Leonard, with the player character only telling him that they just found him dead with no other explanation, Leonard will become depressed and refuse to join the revolution in his mourning.
After dealing with Leonard, the player character tracks Magpie down to a basement beneath a diner at the Chop Shop. Magpie reveals that she is hiding from a loan shark, Gregory Dixon, who will kill or maim her if she does not repay him. Magpie wants to be free of her debt before agreeing to help the revolution. Magpie gives the player character the crazy guy's note, which points to a caps stash beneath a pulpit in a nearby church at the South Ohio Evacuation Center; Magpie directs the player character to collect the tin of caps there to use in paying her debt.
Go to Highway Town and enter the loan shark's office. When speaking to Gregory, he demands extra caps for interest. From here, the confrontation can play out a number of ways:
- Agree to pay the 60 extra caps then and there.
- Convince Gregory to let the interest go with Charisma 8+.
- Attack the loan shark's office. Gregory's thugs and a turret must all be killed to proceed.
- The player is then directed to find the key to Gregory's office, as he remains hidden behind the stronghold, cowering. Retrieve the office key from the air condenser on the northern wall.
- After unlocking the door, Gregory will still insist on the payment of Magpie's interest. The player character has one more chance to pay the 60 caps. Alternatively, they can further intimidate him into letting it go with Strength 8+, or one can finish the job by finally killing Gregory.
- The player is then directed to find the key to Gregory's office, as he remains hidden behind the stronghold, cowering. Retrieve the office key from the air condenser on the northern wall.
However the situation is resolved, the player character returns to Magpie in the Chop Shop's diner basement, where she is talking with Eugene. She reveals Eugene was once a raider named Spike, but Eugene insists he is a changed man. Magpie must then be informed how the player character resolved her debt issue.
- If the player freed Magpie of her debt peacefully (or lies and tells her that they did), she will agree to join the revolution.
- If the player killed Gregory Dixon (or lies and tells her that they did), and revels in his death, she will refuse to join the revolution out of disgust.
At this point, there are now four potential outcomes for who was recruited into the revolution:
- Only Moose joined (if both Leonard and Magpie refused). Moose always joins the revolution and will not ever back out.
- Moose and Magpie joined (if only Leonard refused).
- Moose and Leonard joined (if only Magpie refused).
- All recruits (Moose, Leonard, and Magpie) joined.
Eugene will react accordingly depending on how successful the recruitment efforts were. He then tells the player character they are ready to lead an assault on the Rust Kingdom, with or without extra help. Eugene gives the player character a key to a secret tunnel leading to the arena, which he claims he used to escape. This concludes Insurrection and starts the next quest, When the Rust Settles.

This quest was previously titled "No Kings, No Masters" in early versions of the Public Test Server. It was changed to its final name with PTS version 0.2.1924.0.
Bugs[]
- Attacking Gregory and his thugs when selecting the relevant dialogue option will lead to an objective to "Find the key" once the thugs are dead. However, in early versions of the Public Test Server, the key would not spawn correctly and there would be no quest marker for the objective. The quest could not be advanced past this point. One possible solution was to rejoin on a different server, at which point the quest would advance to the "Open the door" objective. The door to Gregory's office would then be able to be opened with the office key, even if it was not found and did not spawn correctly previously. This was reportedly fixed with PTS version 0.2.1924.0, which fixed its spawn issue.[patched]
- After completing the Might Makes Right quest, Eugene can no longer be spoken to in order to start the Insurrection quest. Additionally, restarting the game may cause him to disappear entirely from the game.[verification needed]
