I want to purchase the mining rights to Monongah Mine from your town. Not only for a generous sum of cash up front, but for perpetual... ...that means forever... royalties for every single ton of coal that we extract. What do you have to provide in return? Nothing. How much money does the town have to outlay initially? Not a penny. All I need is for you to sign on this dotted line, and sit back while the money rolls in. No risk, all reward.
