I can be persuaded to tell you something that's going on. For a price.

Heather is a member of the Followers of the Apocalypse who was set to appear in Fallout, but was either removed from the final version of the game or never implemented.

She was to be an integral part of the broken Find Children spy in the Followers quest.

Background

As a scout for the Followers of the Apocalypse, Heather's primary duty is to aid scouts in raids against the Children of the Cathedral.

Sometime before the Vault Dweller arrives at the Boneyard, Heather secretly joins the Children of the Cathedral and begins spying on the Followers of the Apocalypse and reporting their actions. The reports give the Children a clear advantage over the Followers and soon prompt the Followers to deduce that there is a spy in their midst.
