Lieutenant Hayes is a lieutenant of the New California Republic Army, 5th Battalion, 1st Company. He has been charged with the containment of the Powder Gangers, who have taken control of the NCR Correctional Facility (NCRCF).
Background
He is located in Primm, on the opposite side of the bridge from the fast travel point. After retaking the NCRCF from the Powder Gangers, he will relocate to Camp Forlorn Hope, where he will stand by the campfire opposite the supply shack.

- Don't Make a Beggar of Me: After obtaining the chems from Tyrone, you have the option to bring up his smuggling to Hayes, doing so will complete the quest and give the player Good Karma points.
- I Fought the Law: After finding the NCR's plan for the NCRCF, you can choose to help the NCR with the assault by talking to Hayes.
- My Kind of Town: Primm is in need of some law and order. The NCR is willing to protect them, but Hayes informs the player that they need more manpower to do it successfully.
