Half Full, Half Empty is an overseer quest and part of The Wizard of Water multi-stage questline in Fallout Shelter.
Walkthrough
On the ground floor, next to the entrance room, is a mole rat broodmother with another mole rat. On the floor below, in the room to the right, is another mole rat broodmother with mole rat. The room left of the elevators has a pair of normal mole rats.
The level above ground floor has a mole rat broodmother with mole rat in the room to the left. The floor above has a pair of radscorpions, a pair of mole rats two rooms to the right, and another mole rat broodmother to the right of that, this time accompanied by two mole rats.
The top floor has a group of three radroaches, and in the next room there are the Rob Co. employees who will complete your objective. You are rewarded with a random legendary junk. The room to the far left has a pair of radscorpions.

The name of the quest comes from the common expression "Is the glass half full or half empty?" It is generally used rhetorically to indicate that a particular situation could be a cause for optimism.
