Half Full, Half Empty is an overseer quest and part of The Wizard of Water multi-stage questline in Fallout Shelter.
Walkthrough[]
The trail of the "Water Wizard" has led the player's dwellers to a RobCo plant.
On the ground floor, next to the entrance room, is a mole rat broodmother with another mole rat. On the floor below, in the room to the right, is another mole rat broodmother with mole rat. The room left of the elevators has a pair of normal mole rats.
The level above ground floor has a mole rat broodmother with mole rat in the room to the left. The floor above has a pair of radscorpions, a pair of mole rats two rooms to the right, and another mole rat broodmother to the right of that, this time accompanied by two mole rats.
The top floor has a group of three radroaches, and in the next room, there are the two resident humans who will complete the objective. The dwellers are rewarded with random legendary junk. The room to the far left has a pair of radscorpions.
The occupants confirm the wonder-drink is indeed delicious, but seemingly has some hallucinogenic properties. They also claim their brahmin defecated gold bars after drinking some, after which they let it drink all of it. They recommend the dwellers search for more at the nearby Vault-Tec offices.

Is the Wizard's Wonder Water really so wondrous? We didn't get enough to test it scientifically. I drank it, it tasted delicious and pure but nothing happened to me. |
You wouldn't happen to have any left, would you? We'd pay handsomely... | Our brahmin drank it all. Who can say no to golden dung? Try the abandoned Vault-Tec offices. |

Behind the scenes[]
The name of the quest comes from the common expression "Is the glass half full or half empty?" It is generally used rhetorically to indicate that a particular situation could be a cause for optimism.
