You... you have a sixth toe! You're a mutant! How dare you even TRY to become one of us... you... you abomination! Get out! Out! And never come back!

Proconsul Gregory is a member of the Vault City council and Citizenship test administrator in 2241.

A grim-looking bureaucrat with a narrow face and thick eyebrows[1], Gregory carries out Citizenship tests for those Outsiders who wish to join the ranks of VC Citizens.[2] He considers it the only worthy way of attaining citizenship (besides attaining it by birth) and should Joanne Lynette grant it to someone who does not fit the extraordinarily high criteria, he acts most displeased.

Gregory is one of the three ways for the Chosen One to become a Vault City citizen and arguably the hardest one; without Luck, Intelligence and Perception all of at least 9, the test is unsolvable. Performing this feat will net 1,000 XP.
