The ghoul manager is an inhabitant of Necropolis in 2161.
Background[]
On the way to Vault 12, the Vault Dweller finds many feral ghouls, but many normal ghouls as well, the manager being one of them. He spends time looking at the offices and rubble, checking the sites.
