Location
The sword can only be bought from Trudy in the Drumlin Diner after the situation with Wolfgang has been resolved without Trudy being killed. Trudy will then become an all-purpose merchant and sell General Chao's Revenge. The price for General Chao's Revenge will vary, depending on the Sole Survivor's level of Charisma.
Notes
If Trudy is killed, General Chao's Revenge cannot be looted from her corpse, thus making it impossible to obtain.
