Effects
Miss Fortune and the Mysterious Stranger will appear twice as often in V.A.T.S., having increased their base encounter rate from 10% to 20%. To receive this perk, you must obtain 15 visits from either Miss Fortune or the Mysterious Stranger. They do not stack with each other if you have both perks.
