Now, I'm not one to question the Directorate... you all know that. I don't even want to know where this came from. But... well, this is troubling. Dangerous, possibly. Dr. Frederick was an Institute doctor in the year 2178. He began the Institute's FEV program after it was approved by the Directorate. He was the first to work on the FEV inside the Bioscience division. The goal of the research was to improve the synthetic organics program that other divisions were working on.
